| Switzerland is a direct democracy in which the Swiss (18 years and over) not only votes but also helps to decide on important issues at the polls, e.g. the construction of a new parking garage at the municipal (city, village) level, tax rates at the cantonal (provincial) level, or the abolition of the army at the federal level. Popular rights include initiative (petition for revision of the Constitution) and referendum (these are mandatory for amendments to the Constitution, and facultative by means of collecting signatures for laws and resolutions). |
